A new wayfinding totem is likely to be installed in a busy town centre, despite it being branded an obstruction and trip hazard.
Under new proposals which have been recommended for approval by Horsham District Council, the structure would be placed at the entrance to Swan Walk Shopping Centre in West Street, Horsham.
Designed to improve pedestrian navigation and support better connectivity across the town centre, the installation aims to enhance the public realm while aligning with wider town centre improvements.
However, the plans have provoked extensive opposition from Horsham Denne Neighbourhood Council, which has objected to the installation three times, despite numerous design revisions.

The neighbourhood council first argued against the structure in December last year, suggesting that it was “extremely large” and would “hinder free movement” in an already congested area.
The rectangular design of the totem was subsequently scrapped and replaced with one in the shape of a swan.
However, while this was deemed to be “attractive”, the neighbourhood council suggested that pointed lower feathers on the design would be at eye level and “possibly dangerous”.
The lower feathers were then removed, but the neighbourhood council reiterated its opposition, stating: “Although an effort has been made to create a work of art, the structure is basically a large advertising board for the shopping mall”.
It added that not enough evidence had been provided to show the structure would not be a trip hazard for pedestrians.
The Horsham Society has also voiced its opposition to the plans, branding them “wholly unacceptable commercial intrusion”.

Despite the objections, district council planning officers concluded that the wayfinding totem would not contravene policies on advertising as it would not promote a specific business.
Officers said the design “reflects the character of the town centre locality, taking inspiration from the heritage and history of Swan Walk, providing a sign of visual interest”.
The council’s conservation officer also supported the revised look, describing it as a “more innovative and interesting structure that reflects more sensitively the character of Horsham and enhances the streetscape.”
The plans will come before the district council’s planning committee on April 28.
