A proposal to construct a six-unit residential building described as cramped and contrived has been rejected.

Cross Homes (Sussex) Ltd submitted plans for a three-storey development adjoining the existing Kilnwood Apartment blocks on Rocky Lane in Haywards Heath. Mid Sussex District Council’s planning committee voted against the scheme on Thursday.

Planning officers had advised committee members to dismiss the application, noting the judgment was finely balanced and acknowledging divisions among members regarding the scheme’s suitability.

Labour representative Paul Kenny, who serves the Haywards Heath Franklands ward, argued the proposal’s advantages would compensate for any disadvantages. Liberal Democrat member Mike Kennedy, representing Burgess Hill Dunstall, described it as exactly the sort of housing that is needed.

However, other members supported officers’ assessment that the project would inappropriately intrude upon the surrounding landscape, create a harmful impact on the character of the area and result in a cramped and contrived layout.

Two earlier submissions seeking permission for a nine-flat development on the same land had previously been turned down. A subsequent appeal against the second refusal was also thrown out by the Planning Inspectorate.
