A prospective licence holder was directed towards alternative premises by Sussex Constabulary after officers raised concerns about his plans to establish a drinking establishment in Brighton’s commercial district.
Harvey Siney, aged 33 and residing in Hove, intends to launch Cosies at 10 Dyke Road, Brighton, operating from 2pm until 11pm on weekdays and noon until 11pm on Saturdays and Sundays.
During a licensing committee session held by Brighton and Hove City Council on Wednesday, March 25, the force’s licensing specialist Mark Thorogood highlighted that the proposed venue’s proximity to West Street, North Street and Queen’s Road represented the primary concern, given the area’s reputation as a hotspot for criminal activity.
In the twelve-month period ending in February, the vicinity within 200 metres of the proposed site recorded 209 violent incidents, 129 public order violations, 38 robberies, 36 drug-related offences and 20 sexual assaults.
Thorogood stated that the force’s submission centred on the specific positioning rather than any criticism of the individual behind the proposal. He noted that the premises sit just 40 metres from Queen’s Road, North Street and West Street, which constitute the primary night-time entertainment zone. He explained that despite a proposed 11pm closing time, the establishment could still contribute to problems in these surrounding areas and potentially exacerbate existing crime figures. He added that imposing conditions on a licence cannot easily account for an applicant’s aspirations.
The constabulary indicated it would be receptive to a café-style operation where hot meals are served throughout operating hours from an operational kitchen facility.
Siney outlined his intention to stock craft ales and host visiting food vendors at Cosies, having begun collaborating with an existing dining establishment to deliver food directly to patrons’ tables.
Prior to the hearing, Siney collaborated with environmental health officers and Sussex Constabulary to formulate proposed licence conditions should committee members approve his submission.
During proceedings, Siney offered to limit his closing time to 10pm.
He expressed a desire to create a venue run by and for local residents, offering an inclusive and cosy environment where people can discover unfamiliar drinks alongside satisfying meals and socialise with companions. He emphasised his dedication to serving as a positive presence within the neighbourhood.
Prior to the hearing, Siney removed his application for an off-licence component, prompting the council to abandon its formal objection to the proposal.
The premises adjoins the former Pizza Hut establishment, and the proprietor of 10 Dyke Road, John Briggs, appeared in support of Siney’s bid.
Briggs informed the three-member committee panel – comprising John Hewitt, Sam Parrott and Alison Thomson – that an earlier food-focused venture at this location had proven unsuccessful.
Addressing the proposed 11pm finish time, Briggs commented that Cosies has no interest in the competitive late-night market and instead places emphasis on protecting the local residential environment. This deliberate approach seeks to draw a more established local customer base and encourages dispersal well ahead of peak activity periods when alcohol-related incidents and public disturbance are most prevalent.
The committee withdrew to consider its verdict, which is expected to be announced within five working days.
