Fly-tippers could lose their driving licences under new plans

A change of direction by ministers could lead to individuals who carry out unlawful waste disposal being handed penalty points on their driving documents.

This move comes after sustained efforts by the Conservative Party, which first introduced the amendment to the Crime and Policing Bill in March 2026.

The MP representing Mid Sussex commented that illegal waste disposal persists in damaging local communities. People living in East Grinstead, Uckfield and nearby settlements expressed frustration at seeing refuse abandoned in streets and natural areas. The parliamentarian backed the government’s U-turn on adding points to the licences of those who illegally deposit waste and pledged to keep pushing for enhanced powers allowing authorities to confiscate vehicles.

The Conservative Party originally tabled the amendment, which would require the Secretary of State to consult on establishing a framework for drivers who unlawfully dispose of rubbish or leave litter to receive penalty points on their driving licences.

Labour MPs voted down the proposal during the committee stage, though ministers later shifted their stance.

The shadow home secretary observed that those who illegally dump waste are turning towns and countryside into dumping grounds. This conduct harms neighbourhoods. The parliamentarian welcomed the government’s eventual change of direction after Conservative pressure and consent to adopt their proposals to add points to the licences of illegal dumpers and seize their vehicles. Nevertheless, this reversal shows that Labour has no new proposals and only the Conservative Party has a plan to protect residents and restore community pride.

The Conservative Party also recommended giving police direct powers to seize vehicles connected to illegal waste disposal, though the Labour administration chose instead to provide guidance to local authorities.

The Conservative Party argues this method falls short and plans to keep pressing for stronger police enforcement capabilities.
