A retrospective planning request for a substantial multi-occupancy dwelling in Eastbourne has sparked considerable objection from local inhabitants.

Proposals to regularise the multi-occupancy property at 14 Bourne Street have prompted protests referencing persistent worries about inappropriate conduct.

Locals maintain that an unmanageable grouping of multi-occupancy dwellings, both with and without proper licensing, have fostered a harmful atmosphere and reduced living standards on the street and throughout the Devonshire district.

One resident, preferring to stay unnamed due to safety considerations, stated that the multi-occupancy properties create a concentration of misconduct and substance-related and criminal operations that attract individuals from distant locations to this particular street.

The property at 14 Bourne Street has functioned as a permitted multi-occupancy dwelling for a minimum of eight years, most recently holding authorisation for seven bedrooms and as many as eight residents between May 2018 and May 2023.

Broader problems linked to such dwellings in the locality encompass disturbance, refuse, and strain on civic amenities.

John Mould observed that numerous unrelated adults sharing one residence frequently results in more vehicles than a standard family household would generate, causing severe parking difficulties on the road.

Additional occupants produce greater waste, often resulting in bins beyond capacity, illegal dumping, and scattered refuse.

Councillor Stephen Holt, representing the electoral division, has additionally rejected the proposal.

Cllr Holt commented that in his capacity as ward representative, this falls under the article 4 direction which identifies an excessive concentration and availability of such dwellings in the vicinity.

This is particularly apparent on this particular street.

He has consequently opposed the retrospective planning request.

The Article 4 Direction took effect on July 30, 2025, withdrawing permitted development entitlements for converting single residences to smaller multi-occupancy dwellings within the Devonshire Ward.

Cllr Christina Ewbank also expressed firm disapproval.

She stated that the planning request should be turned down and this improperly established dwelling should be shut down.

The misconduct, substance consumption, and substance distribution originating from such properties on this road are creating genuine difficulties for nearby householders.

The application, filed by Barrington Riley Ltd and compiled by Bree Prenton Property Consultants, indicates that the scheme provides an enhanced sleeping and facilities provision and constitutes part of the accommodation variety outlined in Eastbourne’s multi-occupancy development strategy document.
