Bellway Homes has put forward its final proposals for a residential scheme on pastureland east of Wandleys Lane in Fontwell, situated to the north of Bognor Regis. The reserved matters application seeks consent for 95 dwellings, concluding a planning process that has stretched across nine years.

The site has faced repeated rejection attempts over nearly a decade. Initial proposals for 170 homes came in 2017 and were turned down, followed by Welbeck Strategic Land’s 157-home scheme in 2018 which also failed to gain approval. The current 95-home application suffered the same fate in 2024 before being overturned on appeal the same year, despite nearly 100 public objections.

The development will comprise a variety of house types and bungalows, with 30 per cent of the properties designated as affordable housing. Plans also incorporate community amenities including a public orchard, play facilities, allotments, and ecological zones.

Archaeological investigations have shaped the site’s layout, with evidence of prehistoric, Roman, and Iron Age occupation uncovered. To preserve these findings, no tree planting or ground disturbance will occur in these zones, and a raised earth bank is proposed to protect the archaeology while offering informal seating and walking opportunities.

The development covers 6.93 hectares of currently agricultural land. Vehicular and pedestrian access will be taken from Wandleys Lane as previously agreed, with a widened pavement proposed to connect the site to West Walberton Lane and enhance links throughout the surrounding area.

The scheme also includes parking provision for every home and a 15-metre woodland strip to shield protected species, including hazel dormice, reptiles, and Barbastelle bats.

Arun District Council is expected to issue its verdict by September 24.
