A permit parking scheme in Bexhill has received final approval from county planning officials after a previous attempt stalled over documentation problems.
East Sussex County Council’s planning committee formally endorsed the measures for Zone F during a session on September 8.
The zone had initially received backing from a different committee composition in February, but implementation was delayed following a procedural irregularity.
Committee papers revealed that administrative staff subsequently identified a shortfall in the original public notices.
The published proposals had omitted specific details regarding fee structures and permit pricing for the designated area.
This omission necessitated an additional public consultation focused on a revised Traffic Regulation Order before the scheme could proceed.
Following approval of the updated order, the pricing framework has now been confirmed.
The arrangement incorporates both shared bays and sections restricted to permit holders exclusively.
Hourly parking rates begin at 35 pence for sessions up to two hours, rising to one pound and fifty pence for ten-hour periods.
Operating hours span from 8am through 6pm, meaning a full ten-hour ticket effectively covers an entire working day.
Permit charges vary considerably, reflecting an environmental incentive policy operated by the council.
Vehicle emissions and registration order determine individual costs.
A twelve-month permit for a low-emission vehicle emitting no more than 100 kilograms of carbon dioxide per kilometre costs as little as nineteen pounds when registered as the primary vehicle for that household.
Vehicles exceeding 185 grams of carbon dioxide per kilometre require significantly higher payments.
Standard twelve-month permits for such automobiles amount to 115 pounds for the first registration at an address and 154 pounds for a second vehicle.
Local representative Victoria Carson, representing Bexhill South through the Ref party, registered objections during the proceedings.
In remarks presented on her behalf, the councillor acknowledged resident concerns about parking availability in the vicinity while maintaining that the proposed charges were premature for approval.
She suggested that while linking permits to vehicle emissions appears equitable in theory, it disproportionately impacts households with limited resources to upgrade automobiles, irrespective of actual parking requirements.
Additional reservations were voiced regarding the financial implications for Polegrove recreation ground.
Committee members were informed that the pricing structure remains uniform throughout the county, designed to promote uptake of environmentally friendlier vehicles.
A public consultation exercise generated 153 responses overall, comprising 76 submissions in opposition and 77 in favour.
Three of the objections were subsequently withdrawn.
The Zone F boundary encompasses sections of Cooden Drive, along with Richmond Avenue, Richmond Close, Richmond Grove, and Richmond Road.
The designated area also includes South Cliff and West Parade.
