Brighton and Hove Lib Dems propose solar-powered super bins to tackle overflowing waste

Published on

A campaign has been launched calling for the introduction of enhanced waste collection containers to address persistent litter problems in Brighton and Hove.

Brighton and Hove Liberal Democrats have submitted a proposal urging the local authority to conduct trials of solar-powered intelligent waste receptacles alongside subterranean communal storage facilities.

The initiative aims to combat the ongoing issue of refuse overflows and street litter in problem areas.

The party has explained that modern smart containers employ compression mechanisms and monitoring sensors that allow them to accommodate significantly greater volumes of refuse than traditional receptacles, automatically notifying waste collection teams when capacity thresholds are reached.

The Liberal Democrats have argued that such technology could alleviate bin overflow issues while optimising collection route efficiency.

The initiative outlines potential trial locations including the coastal promenade, central commercial districts, transportation interchanges and other sites where excessive refuse and container overflow represent recurring challenges.

Additionally, the proposal calls for testing a limited number of subterranean communal super bins in high-density residential zones.

These underground systems store the majority of their capacity beneath ground level, minimising street-level obstruction and preventing birds, rodents and other wildlife from accessing discarded materials.

Proponents have acknowledged that cost-effectiveness remains uncertain, suggesting a pilot programme would establish whether the technology delivers sufficient value before broader implementation.

The submission does not claim the containers would necessarily represent good value for money, instead recommending that no comprehensive rollout proceed until pilot results demonstrate clear financial justification.

The party is calling for independent evaluation over a twelve-month period, with measurements encompassing overflow incidents, litter and illegal dumping reports, collection frequency, vehicle emissions, resident satisfaction levels and total expenditure.

Robert Brown, a Liberal Democrat representative for the Kemptown area, said that residents deserve relief from refuse overflows and scattered waste on pavements.

He explained that the party is not advocating immediate city-wide deployment but rather a structured pilot to assess whether advanced waste infrastructure could enhance cleanliness and operational efficiency.

The Liberal Democrats have estimated that a trial incorporating between ten and twenty intelligent bins plus five subterranean waste facilities could require an investment ranging from £132,000 to £190,000, with final figures dependent on procurement arrangements, installation expenses and site-specific requirements.

The proposal notes that Brighton and Hove already possesses familiarity with communal waste infrastructure, having recently deployed six hundred communal kerbside food waste receptacles as part of the municipal food waste collection programme.

Supporters have argued that a trial would determine whether comparable technology could help resolve some of the city’s most persistent refuse management challenges.
