Lewes pauses Local Plan amid NPPF changes and reorganisation uncertainty

Published on

Lewes District Council has suspended work on its principal planning strategy as a result of substantial policy revisions and unresolved questions.

The halt to advancement on the developing Local Plan comes after the Government unveiled alterations to the National Planning Policy Framework and examined previously disclosed proposals for local government restructuring impacting the district.

Cabinet member for planning and infrastructure, Councillor Laurence O’Connor, indicated that the council finds itself in a challenging circumstance following recent government announcements.

According to the councillor, the authority was directed to prepare plans based on one configuration of administrative boundaries following July’s local government reorganisation declaration, only for that proposal to be subsequently reversed.

Simultaneously, major amendments to national planning policy have transformed the context within which local development frameworks are created and evaluated.

The council reported that these developments have generated considerable ambiguity regarding future planning boundaries, housing targets, and infrastructure requirements.

The interim suspension will provide officers with an opportunity to conduct a targeted assessment of the government’s modifications to national planning policy and to obtain immediate clarification from central government regarding the direction of local government reorganisation.

Officers will persist in assembling evidence, maintaining dialogue with the government, and developing an interim framework to inform development and infrastructure choices during this period.

A comprehensive report presenting the findings of the assessment and suggestions concerning the Local Plan’s future will be submitted to the council’s cabinet later in 2024.

The Lewes Local Plan establishes the long-term approach for directing development throughout the district, influencing choices regarding residential construction, employment opportunities, infrastructure provision, and environmental considerations.

The strategy additionally guarantees that expansion is coordinated to address the requirements of local communities.
