Brighton man Deghays to face trial over failure to report Libyan passport

A man from Brighton is to stand trial on terrorism charges.

Abdukaber Deghays, aged 58 and residing in Chadborn Close, Brighton, entered a plea of not guilty at the Old Bailey on October 9 to an offence of failing to comply with notification requirements under section 54 of counter terrorism legislation.

Prosecutors allege that Deghays neglected to advise authorities about the existence of a Libyan travel document.

The defendant has prior form, having been sentenced in 2022 for extolling violent extremism in an address delivered in Dyke Road, Brighton.

That custodial term was set at three years, with twelve months on licence, and Deghays walked free in April 2026.

The court heard that on September 30, officers carried out a search of the defendant’s property under warrant.

During the operation, investigators discovered a Libyan passport bearing a different identity and birthdate from official records.

According to the defendant, the assumed identity had already been flagged to law enforcement and merely represented a translated version of his own name.

The prosecution contends that Deghays had previously held a Libyan passport which ceased to be valid in 2023, while having disclosed to authorities that he possessed a British travel document instead.

Court documents also detail that during interviews conducted with police in April and May 2026, Deghays had specifically inquired about his obligations should he wish to obtain a replacement Libyan passport.

Officers confirmed that such a change required notification to the relevant authorities.

Counsel for the defence, Lynton Orrett, argued that the travel document had come into his client’s possession merely a day before the search warrant was executed and remained within the statutory three-day reporting window.

Mr Justice Cheema-Grub ordered that proceedings continue at Kingston Crown Court, with the case listed for trial on March 15.
